This paper proposes a framework to understand and model the drivers of new risk creation, with a particular focus on dynamic urban environments. Such a framework will help policy makers to understand and predict risk as it relates to dynamic changes in urban environments—such as increases in population, specific urban growth patterns over an evolving multihazard landscape, and evolving vulnerability—and in turn help them promote resilient and sustainable future cities.
